The Check Clearing for the 21st Century Act, commonly known as Check 21, went into effect on
October 28, 2004.  Check 21 is a federal law that is designed to enable banks to handle checks electronically, and to make check processing faster and more efficient.  Also, it created a new legal document, the substitute check.
